Joseph joined ITI in 2015 as director of environment and sustainability. As a leading expert on energy policy, he collaborates with the best and brightest minds in industry to ensure that state, national, and international energy legislation and regulations are forward-looking, based on sound science, and allow the tech sector to continue to innovate to reduce energy usage in energy-intensive sectors while also reducing its own footprint. Joseph directs ITI’s Latin America environment working group, representing industry on environmental policy throughout Latin America.

Prior to joining ITI, Joseph worked as an industry consultant with Washington Global Strategies covering energy, environment, cybersecurity, and R&D policy and was head of the energy and environment working group for the Telecommunications Industry Association. Prior to Washington Global Strategies, Joseph worked at Nortel as Director of Global Government Relations where he represented Nortel on trade, market access and sustainability issues before Congress, federal agencies, foreign governments, and state and local government officials. Before joining Nortel, he managed international government relations for Occidental Petroleum covering a range of issues including international trade, investment disputes, and corporate social responsibility.

Joseph is active in local politics and has served as a city councilmember, an acting mayor, and on numerous boards and commissions. He is licensed to practice law in the State of Virginia. He holds a Juris Doctor degree from The George Washington University Law School and a certificate in international law from Oxford University. He graduated with honors from Brigham Young University.
