The Information Technology Industry Council has hired Rick Goss to manage its environmental coalition. As vice president of environment and sustainability, Goss will represent industry positions on energy efficiency and electronics recycling before lawmakers and regulators.

He said one challenge he has faced in working with Congress is lawmakers' ability to act on the issue of electronic waste without pre-empting state laws.
   
Goss worked as vice president of environmental affairs at the Electronic Industries Alliance, the trade organization representing the high-tech community. Goss has also served as legislative director for former Democratic New York State Assemblyman Sam Colman, and was a senior project manager for DecisionQuest. Goss said his academic background in science and the environment, in addition to his political and policy experience, has helped advance his career. Goss, a father of two, also enjoys playing guitar.
