Governor Tom Wolf of Pennsylvania offered his budget address yesterday and took a page from ITAPS’ Innovation Strategy to streamline procurement processes and partner with private industry. In the address, Wolf called more attention to his newly formed Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME). GO-TIME is charged with identifying methods to streamline government operations and improve constituent services, including partnerships with the private sector. He has directed the office to generate $150 million in immediate savings, and so far, improving procurement strategies has put the office on track.
Specifically, GO-TIME is reviewing state spending in energy, IT hardware and software, professional services, telecommunications, office equipment purchases, and consumables. According to the governor’s office, GO-TIME has already identified $109 million in cost reductions and efficiencies through the application of more efficient procurement processes, modernization of technology used to manage public works projects, and consolidation of administrative functions. Examining existing contracts and applying commercial best practices to procurement are also included.
We are encouraged by the Wolf administration’s reform-minded agenda and reiterate that the IT sector leads in American jobs creation and innovation. As the strategy takes hold over the next several months, ITAPS looks forward to seeing positive results in Pennsylvania through improved constituent services and smarter IT acquisition strategies.
